  • Cross Island Line Phase 1, expected in 2030
  • The Bukit Panjang North Park Connector along the site's northern edge
  • The Rail Corridor along Woodlands Road, reserved as a park; timing not announced

Good to know

Each side of the site is different. To the north are the park connector strip and then the Kranji Expressway. To the east, past a drainage reserve, a Chinese temple is being built, and the tender asked for a design that limits its effect on residents. To the south are Senja Close and HDB blocks, and to the west the park and West Spring Secondary School. Land across the expressway and beside Senja Link is reserved for future high-rise homes. The site plan will show which way each block faces once it is released, so check it before you choose.

Who this location suits

Families already living in Bukit Panjang, Choa Chu Kang or Bukit Batok who want a new home without changing schools or routines, and first-time EC buyers who want the LRT and a hawker centre close by.

Who can buy Solano Grand

An EC is for eligible Singapore families, subject to the income ceiling and HDB's rules. The land tender closed before the May 2026 EC changes, so Solano Grand is expected to keep the older rules.

More about Solano Grand

About Solano Grand

A new EC in Bukit Panjang by City Developments Limited. Jelapang LRT close by, Senja Hawker Centre down the road and three named primary schools around Senja Close. Solano Grand brings about 295 homes to an established neighbourhood, with a required early childhood centre built into the project. Here is why this launch is worth a close look.

What you're buying

Solano Grand is a new 99-year leasehold executive condominium on Senja Close in Bukit Panjang, District 23. City Developments Limited, through CDL Constellation Pte. Ltd., secured the land in August 2025. Solano Grand occupies about 10,159 sqm, with a maximum gross floor area of about 30,478 sqm and a plot ratio of 3.0.

An EC is a public-private housing format: a private developer builds the homes, while buyers of a new EC qualify under the EC eligibility rules. Solano Grand is for eligible Singapore families, with a household income ceiling of S$16,000 a month. The offer is a new condominium home through the EC route, in the Bukit Panjang neighbourhood.

For families already living in Bukit Panjang, the appeal begins with staying local. Senja Close puts Solano Grand among existing HDB blocks, schools and amenities. Moving into a new EC here means building the next stage of home ownership around an established estate, rather than making an unfamiliar neighbourhood the starting point of the move.

Location

About 350 m from Jelapang LRT

Solano Grand is about 350 m from Jelapang LRT in a straight line. From Jelapang, Bukit Panjang is two stops away on the clockwise loop, connecting to the Downtown Line. Hillion Mall and the Bukit Panjang bus interchange are at the Bukit Panjang end of that connection, bringing rail, buses and shopping together.

The LRT is the link between the Senja Close address and the Downtown Line. For buyers who want to remain in the residential part of Bukit Panjang while retaining rail access, that connection gives Solano Grand a practical position within the estate. The station, the interchange and the bus network form a specific transport route from home.

Senja Hawker Centre down the road

Senja Hawker Centre, at 2 Senja Close, is about 250 m from Solano Grand in a straight line. Having a named hawker centre on the same road adds a local food destination to the address. For a family choosing an EC in an established estate, this is one of the clearest examples of convenience already around home.

Senja Hawker Centre opened on 11 December 2022 with 28 stalls and a main dish priced at S$2.80 to S$3.50 at every stall at opening. That opening-day offer reflects the hawker centre's everyday food role in the neighbourhood. Solano Grand's local amenities include a community food destination as well as the larger malls around Bukit Panjang.

Groceries at Greenridge Shopping Centre

NTUC FairPrice at Greenridge Shopping Centre is about 570 m from Solano Grand in a straight line. The named supermarket gives the Senja Close address a practical grocery destination close to home. Household shopping sits within the existing estate, alongside the hawker centre, rather than relying only on trips to the main interchange malls.

Bukit Panjang Plaza and Junction 10

Bukit Panjang Plaza and Junction 10 are each about 1 km from Solano Grand in a straight line. Bukit Panjang Plaza also has a public library. For families, the library adds a reason to use the mall beyond shopping, giving children and adults another established neighbourhood resource.

Hillion Mall is about 1.2 km away in a straight line, with the Bukit Panjang bus interchange at the same destination. Together, Greenridge Shopping Centre, Bukit Panjang Plaza, Junction 10 and Hillion Mall give the area a spread of shopping destinations at different points around the estate. Solano Grand draws on that existing network of amenities.

Bukit Panjang Polyclinic

Bukit Panjang Polyclinic is about 750 m from Solano Grand in a straight line. A named polyclinic close to the Senja Close address adds healthcare to the list of established neighbourhood amenities. For a household buying a long-term family home, the convenience extends beyond transport and shopping.

Senja-Cashew Community Club and sports complex

Senja-Cashew Community Club and sports complex are about 860 m from Solano Grand in a straight line. This adds a community and sports destination to the surrounding area. The family proposition is broader than the EC itself, with an established public facility serving recreation and community uses nearby.

The park on the western edge

A park adjoins Solano Grand on the western side. The Bukit Panjang North Park Connector is under construction along the northern edge. Green space is therefore part of Solano Grand's immediate setting, with the adjoining park giving the address an outdoor element beside the residential land.

Senja Close and the surrounding homes

Senja Close and HDB blocks 643 to 647 lie to the south of Solano Grand, with Senja Hawker Centre to the south-west. To the west, beyond the adjoining park, are Block 639 and West Spring Secondary School. These named neighbours place Solano Grand within an existing residential community, with homes and a school already around it.

Road access runs through Senja Close, Senja Road and Senja Link towards Bukit Panjang Road. For households familiar with Bukit Panjang, these are the local roads connecting the new EC address to the wider estate. Solano Grand adds a new housing option within that established street network.

School

West Spring, West View and Greenridge Primary

West Spring Primary School is about 420 m from Solano Grand, West View Primary School about 650 m and Greenridge Primary School about 690 m, all in a straight line and indicative. These are three specific primary schools close to the Senja Close address. For families, the school setting is one of the strongest reasons to stay within Bukit Panjang.

For children already attending West Spring Primary School, West View Primary School or Greenridge Primary School, a local move supports continuity. The appeal is keeping the school, friendships and familiar routines while moving into a new home. Solano Grand gives the family upgrade a connection to the community already around the children.

More primary schools around Bukit Panjang

Teck Whye Primary School is about 1.18 km from Solano Grand, Zhenghua Primary School about 1.30 km and Beacon Primary School about 1.37 km. Yew Tee Primary School is about 1.54 km away, Kranji Primary School about 1.75 km and Bukit Panjang Primary School about 1.88 km. All are indicative straight-line distances.

These names extend the educational setting beyond the three closest primary schools. For households already connected to different schools in Bukit Panjang and the surrounding estates, Solano Grand belongs to a wider network of established school communities. That matters for a move motivated by a new home as well as continuity in the area.

Primary 1 priority by distance

Primary 1 registration gives priority by home-to-school distance, measured from the final block address. Solano Grand's registration distance bands follow those block addresses once released. The school names and indicative distances describe the location around Senja Close, with the address-based measurement determining the registration band.

Why this project?

The five-year EC MOP

Solano Grand's tender closed on 5 August 2025, before the 2026 EC changes. Solano Grand therefore keeps the older EC rules, including a five-year minimum occupation period, or MOP. The MOP is the period owners must occupy the home before selling it.

Under these rules, the EC becomes fully private after ten years. The five-year MOP and ten-year privatisation milestones give Solano Grand a defined ownership path. For eligible families choosing a home for their next stage, those milestones are part of the long-term appeal alongside location and developer.

First-timer priority under the older rules

Solano Grand retains the 70% first-timer quota and a one-month first-timer priority period under the older EC rules. For eligible first-time families within the S$16,000 monthly household income ceiling, this gives the launch a priority structure built around first-home buyers. The EC route combines that structure with a new privately developed home.

About 295 homes

Solano Grand has about 295 homes. Copen Grand has 639 homes, giving Solano Grand less than half the home count of that named CDL EC. For buyers drawn to a smaller residential community, the scale is a specific distinction within CDL's EC portfolio.

The appeal is a new EC address with a more compact collection of homes, in an estate that already has its own schools, food and shopping destinations. Solano Grand's proposition combines that smaller collection with the surrounding Bukit Panjang neighbourhood. The residential scale and the established estate work together.

An early childhood centre within the project

Solano Grand's tender requires an early childhood centre of at least 500 sqm for up to 100 children. This makes an early-years use part of the project requirements. For households with young children, childcare is built into the residential proposition alongside the primary schools around Senja Close.

The centre gives Solano Grand a family feature that is specific to the project. An EC home, an early childhood centre and the surrounding school network bring different stages of family needs into the same location story. That is a practical reason for eligible parents to follow the launch.

Understanding the plot ratio

Solano Grand has a plot ratio of 3.0, with about 30,478 sqm of maximum gross floor area on about 10,159 sqm of land. In broad terms, the permitted gross floor area is three times the land area. This describes the building capacity behind the project, alongside the collection of about 295 homes.

The neighbours

An established residential setting around Senja Close

The immediate Solano Grand setting includes the HDB blocks along Senja Close, the adjoining park and West Spring Secondary School. That existing residential context is central to the upgrade proposition. The new EC joins a neighbourhood with a community already in place, rather than beginning the area's residential life.

Lumina Grand in Bukit Batok

Lumina Grand is a CDL EC in Bukit Batok. It sold 53% of its homes on its January 2024 launch weekend, at an average of S$1,464 psf after an S$8,000 discount. The dated launch result gives Solano Grand a named EC reference from the same developer in another western estate.

Psf means price per square foot: the home's purchase price divided by its floor area. Lumina Grand's January 2024 launch average records the rate paid for homes at that launch. It adds a real selling-price reference to CDL's EC history alongside the developer's launch sales record.

Copen Grand in Tengah

Copen Grand is another CDL EC, in Tengah. Its average on lodged transactions after launch was about S$1,338 psf in November 2022. Together with Lumina Grand, it gives the western EC market two named CDL projects with dated price evidence. Solano Grand brings the developer's EC offer to Bukit Panjang.

Who's building it

City Developments Limited through CDL Constellation

City Developments Limited secured Solano Grand through CDL Constellation Pte. Ltd. The tender closed with five bids on 5 August 2025, and the land was awarded on 26 August 2025. CDL's winning offer was S$252,899,000, or about S$252.9 million.

The land rate was about S$771 psf per plot ratio. This measures the land price against allowable floor area. Five bids place the acquisition in a competitive tender, with CDL securing the land for its Bukit Panjang EC. The winning offer is the land acquisition behind the new Solano Grand address.

An EC track record in the west

CDL's Copen Grand sold 465 of its 639 homes, or 73%, on launch day in October 2022. Lumina Grand followed with its January 2024 launch in Bukit Batok. The two named projects give CDL direct EC experience in the western estates, relevant to the eligible family buyers Solano Grand serves.

For families choosing an EC developer, the track record has a clear connection to the product. CDL's experience includes the same housing category and nearby western towns. Solano Grand follows that established EC work, bringing another CDL option to families who want Bukit Panjang as their home base.

A 60-month tender completion requirement

Solano Grand's tender requires completion within 60 months of tender acceptance. That gives the project a defined completion period in the land conditions. The timeline has a contractual basis from the tender, alongside the developer's responsibility for delivering the new EC.

Future

October 2026: Bukit Panjang LRT renewal

By October 2026, the Bukit Panjang LRT renewal was substantially completed, with all 19 new trains in service and new signalling operating since November 2025. For Solano Grand, this is directly relevant infrastructure: Jelapang is the local station linking the address to Bukit Panjang's interchange.

The renewal adds a concrete transport milestone to the location story. Solano Grand joins an established estate whose light rail has received new trains and signalling. The improvement is on the network serving the address itself, giving the rail connection a recent investment story as well as an existing route.

March 2025 plan: Bukit Panjang North Park Connector

The March 2025 location plan places the Bukit Panjang North Park Connector along Solano Grand's northern edge, with construction under way. Together with the adjoining park on the west, the connector adds to the green setting around the EC. The outdoor element is tied to the project boundary, making it a specific part of the Senja Close location.

Who it suits

Bukit Panjang families upgrading after their HDB MOP

Your HDB flat has completed its MOP, and you want a new EC while remaining in Bukit Panjang. Solano Grand puts the upgrade around Senja Close's established amenities and school communities. For an eligible household, the attraction is moving into the next home while keeping the estate that already works for the family.

First-time families with roots in the west

You want to buy through the EC route near family in Bukit Panjang, Choa Chu Kang or Bukit Batok. Solano Grand offers a CDL home in the western estates, with the older first-timer priority structure for eligible households. The appeal combines a new first home with familiar surroundings and a developer with EC experience.

Parents with younger children

You want the family address to work across the early years and primary-school stage. Solano Grand brings the required early childhood centre into the project, with several named primary schools around Senja Close. That gives the location a family focus extending beyond the home itself.

Buyers who prefer a smaller EC collection

You want an EC with fewer homes than a large project such as Copen Grand. Solano Grand pairs its smaller home count with an established Bukit Panjang setting and CDL's EC background. The appeal is the combination of residential scale, familiar amenities and the older EC ownership path.
