Stamp Duty on a Singapore New Launch
Stamp duty is the biggest cost on top of the price. Every buyer pays Buyer's Stamp Duty, and some also pay Additional Buyer's Stamp Duty depending on who they are and what they already own. Here is how to work out both.

Buyer's Stamp Duty, which everyone pays
Buyer's Stamp Duty is charged on a sliding scale, slice by slice of the price. It is charged on the price or the market value, whichever is higher.
| Part of the price | Buyer's Stamp Duty |
|---|---|
| First S$180,000 | 1% |
| Next S$180,000 | 2% |
| Next S$640,000 | 3% |
| Next S$500,000 | 4% |
| Next S$1.5 million | 5% |
| Above S$3 million | 6% |
What it comes to
| Price | Buyer's Stamp Duty |
|---|---|
| S$1,000,000 | S$24,600 |
| S$1,500,000 | S$44,600 |
| S$2,000,000 | S$69,600 |
Worked out from the rates above. Your own figure depends on the final price.
Additional Buyer's Stamp Duty, which depends on who you are
Additional Buyer's Stamp Duty comes on top, and depends on who is buying and how many homes they already own.
| Buyer | First home | Second home | Third and more |
|---|---|---|---|
| Singapore Citizen | 0% | 20% | 30% |
| Singapore PR | 5% | 30% | 35% |
| Foreigner | 60% | 60% | 60% |
Some nationalities are treated as Citizens under free trade agreements. Rules can change, so check your own case.
So a Singapore Citizen buying a first home pays Buyer's Stamp Duty only. A Citizen who keeps an HDB flat and buys a condo is buying a second home, and pays the additional duty too, unless they qualify for the refund below.
The refund for upgraders who sell
Married couples with at least one Singapore Citizen spouse who buy a second home can claim back the Additional Buyer's Stamp Duty if they sell their first home within 6 months of the new home's completion (TOP or legal completion). Conditions apply, including HDB's own rules for flat owners.
Paying it
Stamp duty can be paid from CPF Ordinary Account savings, within CPF limits. On a new launch it is due around the time you sign the Sale and Purchase Agreement, on top of the 15% you pay then.
