Outgrowing your flat? More bedrooms, a study to work from home, a pool downstairs. Upgrading to a new launch is mostly about order: when you can buy, whether to sell first, and what the sale leaves you to spend.

The steps, in order

  1. Reach your flat's minimum occupation periodUntil your flat has reached its MOP, you can't buy a private home or sell the flat on the open market. Don't book or exercise an option to purchase before then.
  2. Work out your budgetWhat the flat's sale leaves after paying off its loan, your CPF, and the loan you qualify for.
  3. Decide whether to sell first or buy firstEach has a cost; see below.
  4. Shortlist the launches your budget reachesCompare location, size and launch timing, and ask for each price list.
  5. Book, and sell on timeKeep to the deadline that comes with your choice: the stamp duty refund window for a condo, or HDB's for an EC.

Married couples with at least one Singapore Citizen spouse can buy first and claim back the Additional Buyer's Stamp Duty if they sell their flat within 6 months of the new home's completion. Conditions apply, including HDB's own rules.

If you're upgrading to an EC

ECs have their own rules on who can buy, including the household income ceiling. You don't need to sell your flat before booking an EC, but you must sell it within 6 months of collecting the EC's keys.

Why a new launch suits upgraders

A new launch is paid for in stages while it is built, so most of the price falls due years after booking, around when the home is completed. That gives you time to sell your flat and line up the sale with the larger payments.

Questions buyers ask

Can I book a new launch before my flat reaches its MOP?

No. Wait until your flat has reached its minimum occupation period before you book or exercise an option to purchase.

Do I have to sell my flat before buying a condo?

Not necessarily. If you keep it, the condo counts as a second home and extra stamp duty is due. Eligible married couples can claim it back if they sell the flat within 6 months of the new home's completion.

Do I have to sell my flat before buying an EC?

No, but you must sell it within 6 months of collecting the EC's keys.
