It's the second-highest land rate on record for a purely residential government site, after Cuscaden Road's S$2,377 in 2018, and about 2.5% above the S$1,820 paid for the Bukit Timah Road site near Newton MRT in November 2025.

How you pay for Peck Hay Road Residences

You pay 5% in cash to book, 15% when you sign the Sale and Purchase Agreement, and the rest in stages as the building goes up. The bank loan is drawn down the same way, so the monthly instalments start small and rise.

More about Peck Hay Road Residences

About Peck Hay Road Residences

Across the road from Newton MRT Interchange. One stop from Orchard. A new District 9 home by a City Developments Limited-led partnership, at the start of Newton's planned urban village. Peck Hay Road Residences brings about 380 homes planned in a single residential tower to this central address. Here is why this launch is worth a close look.

What you're buying

Peck Hay Road Residences is a new 99-year leasehold private condominium on Peck Hay Road in Newton, District 9, within the Core Central Region. The developers are CDL Constellation Pte. Ltd. and Garden Estates (Pte.) Limited. The residential land lies south of Scotts Road and covers 5,513.5 sqm, with a maximum permissible gross floor area of 27,017 sqm.

For owners already living around Newton, Cairnhill, Novena or Bukit Timah, Peck Hay Road Residences offers a new home within a familiar part of central Singapore. The proposition is a new lease and a new residential building around streets and destinations already known to the household. That makes staying in the area part of the appeal of moving.

Location

Newton MRT Interchange across the road

Peck Hay Road Residences is directly across the road from Newton MRT Interchange, where the North-South and Downtown lines meet. Orchard is one stop away on the North-South Line. The connection puts Orchard shopping and the two-line interchange at the centre of the location's appeal, while retaining a Newton residential address.

For work in the CBD, North-South Line trains run direct to City Hall and Raffles Place. Downtown Line trains run direct to Bugis, Bayfront and Downtown. These are two different rail routes into major central destinations, giving the Newton address a transport proposition beyond its proximity to Orchard alone.

The interchange matters for households with different destinations. The North-South Line and Downtown Line start those journeys from the same station, with direct access to both the traditional CBD and the Marina Bay side of the city. Peck Hay Road Residences combines that network position with an address across the road from the interchange itself.

Newton Food Centre nearby

Newton Food Centre is near Peck Hay Road Residences. First built in 1971, Newton Food Centre gives the neighbourhood an established food landmark alongside its rail interchange. For a new-home buyer, it is a specific local destination already serving the area, rather than an amenity that depends on future construction.

Newton Food Centre's named stalls include Hup Kee Fried Oyster Omelette, Alliance Seafood for chilli crab, and Kwang Kee Teo Chew Fish Porridge, recognised by the Michelin Bib Gourmand. Those names give the food proposition substance: Peck Hay Road Residences has a local hawker destination with identifiable dishes and stalls behind its reputation.

Newton Food Centre also appeared in Crazy Rich Asians in 2018. The recognition extends beyond the surrounding homes, giving the neighbourhood a food destination with a wider identity. For buyers drawn to established central addresses, Newton Food Centre is part of what makes Newton recognisable as a place in its own right.

Botanic Gardens two stops away

Botanic Gardens MRT is two stops from Newton on the Downtown Line. That connection adds a named green destination to Peck Hay Road Residences' central location. The same interchange that serves work journeys also links the address to the gardens, broadening the appeal beyond the shopping and business districts.

Scotts Road and Sheraton Towers

Peck Hay Road Residences lies off Scotts Road, across from Sheraton Towers and next to the NEA building. These immediate landmarks locate the new homes within the existing Newton setting. The address sits among established roads and buildings, with a neighbourhood identity that precedes the new tower.

The setting brings Peck Hay Road Residences into the relationship between Newton and Scotts Road. Newton MRT anchors the rail connection, while Scotts Road places the address on the Orchard side of the central residential area. For buyers who want this particular part of Singapore, the named landmarks give the location a clear frame.

School

Anglo-Chinese School (Junior) and Anglo-Chinese School (Primary)

Anglo-Chinese School (Junior) and Anglo-Chinese School (Primary) are in the surrounding area. These are the named primary schools associated with the Peck Hay Road location, adding an educational dimension to a home search centred on Newton. For families with an existing connection to either school, remaining in the area supports continuity as the household moves.

That continuity is about retaining the school community, friendships and familiar routines around an existing school. Peck Hay Road Residences offers families a new central home while keeping the surrounding area as their base. For a household with roots in Newton or Bukit Timah, the new-home decision also has a neighbourhood dimension.

Primary 1 priority by distance

Primary 1 registration gives priority by home-to-school distance, measured from the final block address. For Peck Hay Road Residences, the registration distance bands follow the final addresses once released. The named schools form part of the surrounding educational setting, with address-based distance determining registration priority.

Why this project?

Two lines at the home station

Peck Hay Road Residences has a different transport proposition from a home served by one rail line. Newton is already an interchange, putting two direct routes into central Singapore at the local station. For a buyer placing rail access high in the home search, that is a specific strength of the Newton address.

The appeal is the combination of location and network position. Peck Hay Road Residences is in District 9, while Newton's two-line connection gives that central address a practical role for different work destinations. The postcode and the transport connection reinforce each other.

A new lease in an established central neighbourhood

Peck Hay Road Residences brings a new 99-year leasehold residential project to an area with established condominiums such as Kopar at Newton, Pullman Residences Newton and Orchard Scotts. The offer is a new addition to an existing residential market, with the surrounding homes already demonstrating Newton's role as a place to live.

For owners of older central condominiums, the appeal is a move to a new building while retaining the central location. Peck Hay Road Residences brings the home change into Newton itself. The surrounding area remains a familiar base while the next home starts a new chapter.

A single residential tower planned

About 380 homes are planned in a single residential tower at Peck Hay Road Residences. The proposal gives the launch a clear residential form: one tower on the Peck Hay Road land parcel. It adds a new high-rise housing choice to the established Newton neighbourhood.

The plan places Peck Hay Road Residences on a similar home-count scale to Kopar at Newton's 378 homes and Pullman Residences Newton's 340. These named reference points make the planned size more tangible. Peck Hay Road Residences joins the area as a collection of several hundred homes, alongside existing Newton condominiums of a comparable order of size.

The building capacity behind the plan

Peck Hay Road Residences has a gross plot ratio of 4.9, with 27,017 sqm of permissible gross floor area on 5,513.5 sqm of land. In broad terms, the allowable gross floor area is 4.9 times the land area. That relationship describes the building capacity behind the planned residential tower.

Early in Newton's urban village sequence

Peck Hay Road Residences is the second government land parcel released in Newton's planned urban village, after the Bukit Timah Road parcel awarded in November 2025. For buyers drawn to the renewal of central neighbourhoods, that gives the launch a defined place near the beginning of Newton's new housing sequence.

The neighbours

Kopar at Newton

Kopar at Newton is a 378-home, 99-year leasehold condominium launched in March 2020. Its 2026 resale median was about S$2,538 psf in figures reported in June 2026. Kopar at Newton gives the area a named leasehold resale reference alongside the new Peck Hay Road proposal.

Psf means price per square foot: the home's purchase price divided by its floor area. A resale median summarises the middle transaction rate in the period reported. Kopar at Newton's figure connects the Newton address to a real residential price record, alongside its known tenure and home count.

Pullman Residences Newton

Pullman Residences Newton is a freehold condominium with 340 homes. Its 2026 median was about S$3,011 psf in figures reported in June 2026. It adds a freehold price reference to the surrounding residential picture, while Kopar at Newton provides the named leasehold example.

Orchard Scotts, Rochelle at Newton and Amaryllis Ville

Orchard Scotts, Rochelle at Newton and Amaryllis Ville recorded 2026 medians of about S$1,928 to S$2,067 psf in figures reported in June 2026. These named condominiums give the neighbourhood a further range of established residential addresses and transaction evidence. Peck Hay Road Residences enters an area with an existing market across several projects.

Upperhouse at Orchard Boulevard

Upperhouse at Orchard Boulevard launched in July 2025. By June 2026, 240 of its 301 homes had sold, with a median of about S$3,317 psf. The project adds an Orchard-area launch reference to the Newton resale figures, placing Peck Hay Road Residences within a wider central new-home market as well as its immediate neighbourhood.

The Bukit Timah Road parcel

The Bukit Timah Road parcel, planned for about 340 homes, was awarded to HH Investment after eight bids, at a land rate of S$1,820 psf per plot ratio. It is the first government parcel in the Newton urban village sequence. Together, Bukit Timah Road and Peck Hay Road mark the initial land releases behind the planned new residential precinct.

Who's building it

A CDL-led joint venture

CDL Constellation Pte. Ltd. holds 80% of the Peck Hay Road Residences joint venture, with Garden Estates (Pte.) Limited holding 20%. CDL Constellation is wholly owned by City Developments Limited. The partnership brings CDL together with its Hong Realty and Hong Leong Group connection through Garden Estates.

City Developments Limited was founded in 1963, is listed on the Singapore Exchange and is the core listed company of the Hong Leong Group. For Peck Hay Road Residences, the developer identity is backed by a long-established Singapore business and a clear majority-owned joint venture structure.

A S$542.4 million land acquisition

Peck Hay Road Residences was awarded on 16 June 2026 for S$542.4 million after the tender closed on 11 June. Four bids were received. The winning rate was about S$1,865 psf per plot ratio, 8.4% above the second bid from Sunway MCL and CSC Land Group at about S$1,720 psf per plot ratio.

The other bids came from China Overseas Land and Investment at about S$1,583 psf per plot ratio, and a Hong Leong Holdings and TID joint venture at about S$1,580 psf per plot ratio. The four offers show a contested acquisition, with the CDL-led partnership securing the Peck Hay Road land above three competing bids.

Psf per plot ratio measures the land acquisition price against allowable floor area. Here, S$542.4 million and about S$1,865 psf per plot ratio describe the land purchase behind Peck Hay Road Residences. The tender result establishes the acquisition and the successful partnership's commitment to the Newton parcel.

Newport Residences on Anson Road

CDL's Newport Residences sold 140 of its 246 homes, or 57%, on the launch weekend of 31 January to 1 February 2026, at an average of S$3,370 psf. The Anson Road project gives CDL a recent named city-centre launch in its portfolio. Peck Hay Road Residences follows a developer already active in central residential sales.

Zyon Grand with Mitsui Fudosan

CDL and Mitsui Fudosan's Zyon Grand sold 590 of its 706 homes, or 84%, on its October 2025 launch weekend, at an average of S$3,050 psf. Alongside Newport Residences, it adds a second named project and a larger-scale launch to CDL's recent record. The developer background for Peck Hay Road Residences includes both smaller city-centre collections and projects with several hundred homes.

Future

The 2025 plan: about 5,000 homes in Newton

Newton's urban village plan includes about 5,000 homes across Newton Circus, Scotts Road and Monk's Hill. Peck Hay Road Residences belongs to that planned residential renewal. The scale extends beyond one new tower, giving the address a wider neighbourhood story around the existing interchange and food centre.

The 2025 plan: Monk's Hill linear park

Monk's Hill Road is planned to become a linear park connecting Newton MRT to Emerald Hill. For Peck Hay Road Residences, the proposal adds a green connection to the future of the neighbourhood. The planned route brings public outdoor space into the same Newton-to-Orchard setting that defines the address today.

The 2025 plan: Village Square

A new Village Square is planned beside Newton MRT and Newton Food Centre, with Newton Food Centre retained in the wider plan. The proposal combines a new public gathering place with an existing neighbourhood landmark. For long-term owners, the appeal is renewal that also carries forward a recognisable part of Newton.

September 2025: HealthCity Novena's next phase

By September 2025, HealthCity Novena's 17-hectare campus had completed Phase 1 and was in its Phase 2 expansion. The Novena area therefore has its own major healthcare-campus programme alongside Newton's residential plans. Together, they form part of the wider central area's continuing renewal around established neighbourhoods.
