How you pay for Hougang Central Residences

Hougang Central Residences will be bought while it is still being built, so you don't pay the whole price at once. You pay 5% in cash to book, 15% when you sign the Sale and Purchase Agreement, and the rest in stages as the building goes up. The bank loan is drawn down the same way, so the monthly instalments start small and rise.

Getting around

The development is integrated with Hougang MRT on the North East Line, which runs direct to Serangoon (two stops), Dhoby Ghaut, Outram Park and HarbourFront. The Cross Island Line is expected to open by 2030 with Hougang as an interchange, serving Pasir Ris, Tampines and Ang Mo Kio. A new bus interchange in the development replaces the existing one, and the tender requires sheltered, barrier-free links to the MRT, bus stops and pick-up points.

Schools in the area

Montfort Junior School is across the site, and CHIJ Our Lady of the Nativity and Holy Innocents' Primary are within about 1 km. Distance bands depend on the final address, and no purchase guarantees a place.

Food and daily needs

The new mall, described by its owner as the largest in Hougang, is targeted for 2030 or 2031. Hougang Mall has FairPrice, Harvey Norman and Popular today. Ci Yuan Hawker Centre on Hougang Avenue 9 and Kovan Market & Food Centre, one MRT stop away, serve the area.

Parks and nature

Punggol Park has a lakeside loop, and Hougang Sports Centre, Hougang Stadium and Punggol Community Club are nearby.

Good to know

The ground level is a transport hub and will be busy with buses and shoppers. Ask about stack orientation and acoustic design at the preview.

Who this location suits

Hougang families who want to upgrade without moving away, and commuters who want the North East Line now and the Cross Island Line later.

The developers: CapitaLand, UOL, SingLand and Kheng Leong

The homes are by Horizon Residential, owned effectively 50% by CapitaLand Development, 30% by UOL, 10% by SingLand (a UOL subsidiary) and 10% by Kheng Leong. CapitaLand Integrated Commercial Trust owns the mall. CapitaLand and UOL also partnered on Parktown Residence in Tampines.

Questions worth asking at the preview

  • Which stacks sit above the bus interchange and mall

More about Hougang Central Residences

About Hougang Central Residences

About 830 new private homes. Integrated with Hougang MRT and a new bus interchange. About 300,000 sq ft of retail and lifestyle space, plus a new town plaza. Hougang Central Residences brings the train, buses and shopping into the same address. Here is why this launch is worth a close look.

What you're buying

Hougang Central Residences is a new 99-year private condominium within a mixed residential and commercial project at Hougang Avenue 10 and Hougang Central, in District 19. The homes are by Horizon Residential Pte. Ltd., backed by CapitaLand Development, UOL, SingLand and Kheng Leong. CapitaLand Integrated Commercial Trust is behind the commercial component.

Hougang Central Residences occupies 46,899.4 sqm, or about 504,820 sq ft. The permitted maximum gross floor area is 118,268 sqm. The scale accommodates homes, retail, transport and public gathering space as parts of one integrated project, giving the address a role in Hougang beyond private housing.

Location

At Hougang Avenue 10 and Hougang Central

Hougang Central Residences is bounded by Hougang Avenue 10 and Hougang Central, in the Outside Central Region. Hougang is a mature estate with nearly 230,000 residents. That puts the new private homes within an established town, with schools, shops, healthcare and recreation already serving the surrounding neighbourhood.

Integrated with Hougang MRT

Hougang Central Residences is integrated with Hougang MRT on the North East Line. At Kovan, one station away, Kovan Market & Food Centre adds a named food destination. Serangoon, two stops from Hougang, brings NEX and Serangoon's shops into the rail connection. The North East Line continues direct to Dhoby Ghaut, Outram Park and HarbourFront.

For commuters heading to those city destinations, the station connection is part of the home address itself. Hougang is also planned as an interchange with the Cross Island Line. The combination gives Hougang Central Residences an operating city-bound line and a second rail connection in the pipeline.

A new bus interchange within Hougang Central Residences

A new Hougang bus interchange forms part of Hougang Central Residences, replacing the existing Hougang Central Bus Interchange. Buses and the MRT belong to the same integrated transport setting, so the location serves households using both forms of public transport.

Sheltered, barrier-free links to nearby MRT stations, bus stops and pick-up points are required, together with at least 150 bicycle lots. For families with a pram and buyers who value barrier-free access, the links make the transport integration more than a station name on a map: the connections themselves are part of the plan.

Retail and lifestyle space at the same address

About 300,000 sq ft of net lettable retail and lifestyle space is planned within Hougang Central Residences. For a resident, the selling point is substantial shopping space within the same integrated project as the home and transport hub.

The commercial component is being developed and owned by CapitaLand Integrated Commercial Trust. The mall is a dedicated part of Hougang Central Residences, alongside the residential component, bus interchange and town plaza. Shopping is built into the proposition from the start.

Hougang Mall for established shops

Hougang Mall, at 90 Hougang Avenue 10, is near Hougang MRT and the bus interchange. FairPrice, Harvey Norman and Popular are among the named retailers, giving the surrounding town centre established options for groceries, household purchases and books alongside the new retail planned at Hougang Central Residences.

A town plaza and sheltered public event space

Hougang Central Residences includes a new town plaza, a sheltered public event space and food and beverage offerings. These form a civic hub as well as a retail destination. The public space gives the project a gathering function for the wider town, adding another dimension to living at Hougang's centre.

Ci Yuan Hawker Centre and Kovan Market & Food Centre

Ci Yuan Hawker Centre is at 51 Hougang Avenue 9. Kovan Market & Food Centre is at Block 209 Hougang Street 21, near Kovan MRT. Hougang also has a hawker centre at Block 105 Hougang Avenue 1. These named food centres extend the food options beyond Hougang Mall and the new commercial component.

Punggol Park for outdoor space

Punggol Park is near Hougang Central Residences. For buyers who want a town-centre address and access to a park, that brings an outdoor destination into the same location story as the MRT and shopping. Punggol Park adds a different reason to choose Hougang from the transport and retail advantages at the address.

Hougang Sports Centre, Hougang Stadium and Punggol Community Club

Hougang Sports Centre, Hougang Stadium and Punggol Community Club are nearby. The named sports and community destinations broaden the local amenity mix beyond shopping and food, giving households established places for recreation and community activities around Hougang Central Residences.

Hougang Polyclinic for local healthcare

Hougang Polyclinic serves the area. Healthcare therefore sits within the surrounding town's existing services, alongside schools, parks and shops. For households staying in Hougang through a home upgrade, the new private address remains part of a neighbourhood with an established healthcare destination.

School

Montfort Junior School directly across

Montfort Junior School is directly across from Hougang Central Residences. That makes the school a clear part of the immediate setting, particularly for families whose home search is centred on Montfort Junior School. The appeal is straightforward: a new private home positioned around an existing school connection.

CHIJ Our Lady of the Nativity and Holy Innocents' Primary School

CHIJ Our Lady of the Nativity and Holy Innocents' Primary School are also near Hougang Central Residences. Together with Montfort Junior School, these are the named primary schools that give the address its family relevance. The school connection sits alongside the integrated transport and shopping, rather than being the only reason for the move.

A new home around the same school community

For a family already connected to a Hougang school, upgrading within Hougang supports continuity. The home changes while the school community remains an anchor. Hougang Central Residences is especially relevant to parents who want private housing while keeping education and family connections rooted in the same estate.

How Primary 1 distance priority works

Primary 1 priority follows the registration rules and the distance between the registered home address and the school. Distance bands use a straight-line measurement from the address. At Hougang Central Residences, the final registered address determines the applicable band, and admission follows the Primary 1 registration rules.

Why this project?

Transport, shopping and public space in one project

The distinction at Hougang Central Residences is integration. A private condo close to shops offers one kind of convenience; homes planned together with the MRT, a bus interchange, retail and a plaza bring those functions into one project. For buyers who put transport and errands near the top of their priorities, that is the central reason to want this address.

A private-housing upgrade within Hougang

Hougang's last major condo launches were Riverfront Residences in 2018 and The Florence Residences in 2019. Hougang Central Residences brings a new private-home option after that gap, with a town-centre setting distinct from those earlier launches. For Hougang owners, the choice is a new condo within the estate they already know.

A location built around public transport

The integrated station, replacement bus interchange, sheltered links and bicycle provision put several modes of travel into the plan. This matters to households whose journeys differ: the home address serves both rail-led commutes and bus connections. Hougang Central Residences makes transport access a defining feature of the purchase.

A large new retail component in an established town

The retail addition serves a mature resident base rather than waiting for a new town to form around it. Existing Hougang households and the new homes at Hougang Central Residences share the same commercial destination. For the buyer, that brings new retail investment into an estate with an established community.

The neighbours

The Midtown in the immediate vicinity

The Midtown is a private non-landed project in the immediate vicinity of Hougang Central Residences. Riverfront Residences and Rio Vista are within about 1 to 2 km. These named private housing projects place Hougang Central Residences within a wider residential market that already includes both town-centre and surrounding condo addresses.

Riverfront Residences and its 2026 resale median

Riverfront Residences was one of Hougang's major condo launches in 2018. Its 2026 year-to-date resale median is about S$1,747 psf. Psf means price per square foot: the price of a home divided by its floor area. The figure provides an existing Hougang condo price reference alongside the new integrated-home proposition at Hougang Central Residences.

The Florence Residences and its 2026 resale median

The Florence Residences launched in 2019 and has a 2026 year-to-date resale median of about S$1,877 psf. Riverfront Residences and The Florence Residences represent two named parts of Hougang's established condo market. Hougang Central Residences adds a different proposition, with homes forming part of a mixed-use transport and retail hub.

The HDB market around the private homes

In the fourth quarter of 2025, Hougang's median HDB resale price was S$612,900 for a 4-room flat and S$795,000 for a 5-room flat. Those figures describe the surrounding HDB market, part of the housing landscape from which local households move into private homes. Hougang Central Residences places that private-home option within the same town.

Who's building it

Horizon Residential Pte. Ltd. and four residential partners

The land was awarded on 14 January 2026 to Horizon Residential Pte. Ltd. and Horizon Commercial Trustee Pte. Ltd., acting as trustee of Horizon Commercial Trust. The effective residential stakes are CapitaLand Development 50%, UOL 30%, SingLand 10% and Kheng Leong 10%. These are the four partners behind the homes at Hougang Central Residences.

CapitaLand Integrated Commercial Trust behind the mall

CapitaLand Integrated Commercial Trust develops and owns 100% of the commercial component. That gives the retail and lifestyle space a dedicated commercial owner alongside the residential partnership. The homes and the mall have defined ownership roles within the same integrated project.

CapitaLand Development and UOL at Parktown Residence

CapitaLand Development and UOL also partnered on Parktown Residence in Tampines. Hougang Central Residences brings the two names together again, alongside SingLand and Kheng Leong. The partnership behind the homes therefore includes a named collaboration elsewhere in Singapore, adding a concrete project reference to the consortium.

A S$1.5 billion winning land offer

The winning tender price was S$1,500,738,338, or about S$1,179 psf ppr. Psf ppr expresses land cost per square foot of allowable floor area. The figure relates to the mixed-use land purchase, while a home's psf relates to its own selling price and floor area.

The tender closed on 16 December 2025 with three bids. Sim Lian offered about S$1.47 billion, or S$1,155 psf ppr. A partnership of Frasers Property, Sekisui House and Lum Chang offered about S$1.40 billion, or S$1,101 psf ppr. The consortium behind Hougang Central Residences secured the land ahead of both competing groups.

Defined roles and an 84-month permitted completion period

A joint development deed dated 9 February 2026 sets out ownership and responsibilities. The permitted project completion period is 84 months. That period is the land-sale completion allowance, with the commercial component carrying its own targeted completion window of 2030/2031.

Future

Cross Island Line Phase 1, planned for 2030

Cross Island Line Phase 1 is planned to open in 2030, running between Aviation Park and Bright Hill, with Hougang as an interchange with the North East Line. Planned connections include Pasir Ris, Tampines and Ang Mo Kio, adding a new direction of rail travel at Hougang.

For a household using both the city and the east or Ang Mo Kio, the interchange brings two travel patterns together at the same station. Hougang Central Residences couples the existing North East Line connection with that planned expansion, giving the address a longer-term transport story as well as an operating line today.

New commercial space, targeted for 2030/2031

The commercial component at Hougang Central Residences is targeted for completion in 2030/2031. Its retail and lifestyle space, food and beverage offerings and civic hub bring a new commercial destination into the heart of Hougang. The project adds both shopping space and public gathering space to the town centre.

The replacement bus interchange, with Hougang Central Residences

The replacement Hougang bus interchange arrives as part of Hougang Central Residences. Together with the town plaza and station integration, it reshapes the transport and public-space setting at the address. The future story is more than new homes: it is a new arrangement of homes, transport and town-centre amenities around Hougang MRT.

Who it suits

Hougang HDB owners moving into private housing

North-east households who rely on the train

You live in Hougang, Sengkang, Punggol or Serangoon and want an address built around public transport. Hougang Central Residences makes the station and bus interchange part of the housing proposition. For a household that values rail access, the integrated connection is the reason to focus on this part of Hougang.

Families with primary-school connections in Hougang

You want a private home around Montfort Junior School, CHIJ Our Lady of the Nativity or Holy Innocents' Primary School. Hougang Central Residences puts the school neighbourhood alongside transport, retail and recreation, serving the wider household as well as the school-led search.

Right-sizers from Kovan and the surrounding landed estates

You want to stay around the north-east while putting shops and public transport at the centre of your next address. Hougang Central Residences brings both into the same integrated project, with the new plaza and surrounding town services adding to the appeal of a town-centre home.

Buyers who want a town-centre home

You want a home connected to the wider neighbourhood, with shopping, transport and public space forming part of the address. Hougang Central Residences brings those elements together on a substantial scale, making integration the defining reason to choose this new Hougang home.
