What the land cost
| Site | Won by | Awarded | Land price |
|---|---|---|---|
| Wynwood Grand | CDL | August 2025 | S$360.9M, about S$782 psf per plot ratio |
| The second Woodlands Drive 17 EC site | Sim Lian | January 2026 | S$484M, about S$794 psf per plot ratio |
| Senja Close EC site (Bukit Panjang) | CDL | August 2025 | S$252.9M, about S$771 psf per plot ratio |
Land prices are the developers' cost, not selling prices.
CDL's bid was reported as a record for EC land at the time, and it beat Sim Lian's by only about S$619,000. EC land has grown far dearer: the average was reported at about S$287 psf per plot ratio in 2015. The land price is one cost; it doesn't set the selling price, so wait for the price list before judging value.

Send Me The Price ListHow you pay for Wynwood Grand
An EC bought from the developer is paid for in stages while it is built. You pay 5% in cash to book, 15% when you sign the Sale and Purchase Agreement, and the rest as the building goes up. A bank loan covers up to 75% and is drawn down the same way, so the monthly instalments start small.
| Stage | Of the price |
|---|---|
| Booking (option to purchase) | 5%, cash |
| Sale and Purchase Agreement | 15% |
| Foundation | 10% |
| Reinforced concrete framework | 10% |
| Partition walls | 5% |
| Roofing and ceiling | 5% |
| Door and window frames, wiring, plumbing | 5% |
| Car park, roads and drains | 5% |
| TOP (keys) | 25% |
| Legal completion (CSC) | 15% |
The standard schedule for homes under construction; the exact stages are in your Sale and Purchase Agreement. Stamp duty and legal fees are paid on top.
Loans for an EC
- EC buyers use bank loans, not HDB loans
- Until TOP, the monthly mortgage can't be more than 30% of the household's gross monthly income, and all debts together no more than 55%
- Banks test what you can afford at a 4% interest rate, whatever the actual rate
- So at the S$16,000 income ceiling, a price above about S$1.34 million needs more cash or CPF than the usual 25%
Stamp duty
| Part of the price | Buyer's Stamp Duty |
|---|---|
| First S$180,000 | 1% |
| Next S$180,000 | 2% |

More about Wynwood Grand
About Wynwood Grand
About 165 m in a straight line from Woodlands South MRT. A new 99-year EC by City Developments Limited. The older 5-year MOP, with the deferred payment scheme retained. Wynwood Grand brings a new-home option to Woodlands Drive 17 for eligible Singapore families who want the north as their long-term base. Here is why this upcoming launch is worth a close look.
What you're buying
Wynwood Grand is a new executive condominium by City Developments Limited, through CDL Divine Pte Ltd, on Woodlands Drive 17 in District 25. The 99-year leasehold land covers about 25,207 sq m, or about 271,328 sq ft, with a plot ratio of 1.7.
The proposal is for about 430 homes across 14 blocks of eight storeys. That gives Wynwood Grand a proposed eight-storey residential format, with homes distributed across multiple blocks rather than concentrated in a pair of tall towers.
An EC is a public-private housing hybrid, privately developed for eligible Singapore households. Wynwood Grand carries the S$16,000 monthly household income ceiling. For families who qualify, the offer is a new privately developed home within the EC framework, in an established northern town.
Location
Woodlands South MRT: about 165 m in a straight line
Wynwood Grand is about 165 m from Woodlands South MRT in a straight line from the representative point on Woodlands Drive 17. Woodlands South is station TE3 on the Thomson-East Coast Line, giving Wynwood Grand a rail connection towards the central and east corridor.
Woodlands MRT is the interchange between the Thomson-East Coast Line and the North-South Line. Causeway Point and Woodlands Regional Bus Interchange connect with the station, bringing rail, buses and the regional shopping hub together.
For households using public transport, the combination matters at two levels: Woodlands South provides the starting station near Wynwood Grand, while Woodlands MRT adds a second rail line and regional bus connections. The location offer extends from the immediate station to the wider northern transport network.
Causeway Point: the regional shopping anchor
Causeway Point is the largest mall in Woodlands and connects to Woodlands MRT. Wynwood Grand's wider neighbourhood therefore includes a substantial established shopping destination integrated with public transport.
The connection between Causeway Point, Woodlands MRT and Woodlands Regional Bus Interchange makes the regional centre useful for more than shopping alone. Retail and onward transport occupy the same hub, adding practical weight to Wynwood Grand's Woodlands address.
Woodlands Regional Library at the Civic Centre
Woodlands Regional Library is in Woodlands Civic Centre, near Causeway Point, Woodlands MRT and the bus interchange. With about 11,100 sq m of floor space, the library adds a substantial public learning resource to the regional centre.
For families, that broadens the neighbourhood offering beyond retail. Wynwood Grand sits within a town whose central hub includes a regional library as well as its mall and transport connections, giving the address a civic dimension alongside its residential one.
Woodlands Hospital serving the north
Woodlands Hospital opened on 13 July 2024 and serves the north and north-west. Previously known as Woodlands Health Campus, Woodlands Hospital took its current name on 2 January 2026.
The hospital is part of the wider Woodlands healthcare setting. For households choosing a long-term base in the north, an operating hospital adds an established healthcare institution to the town's regional amenities.
School
Woodlands Ring Primary and Woodlands Primary
Woodlands Ring Primary School is about 1,080 m from Wynwood Grand's representative point in a straight line. Woodlands Primary School is about 1,198 m away on the same indicative straight-line basis. These are named primary-school options in the surrounding area.
For families already connected to Woodlands schools, Wynwood Grand offers the attraction of a new home in the same town. Staying within an established school community gives a housing upgrade an element of continuity, alongside the move to a new EC.
Primary 1 priority follows the home address
Primary 1 registration gives priority by home-to-school distance, alongside the applicable registration rules and available places. The final block address determines the applicable home-to-school distance for registration; the straight-line figures above describe the location from a representative point.
Why this project?
A 5-year MOP under the older rules
Wynwood Grand's land tender closed on 5 August 2025, before the EC rule change on 8 May 2026. Wynwood Grand therefore keeps the older 5-year minimum occupation period, or MOP. ECs under the newer framework carry a 10-year MOP.
For an eligible owner-occupier, that is five fewer years in the required occupation period. The shorter framework brings the post-MOP resale milestone forward by five years against an EC on the newer rules, giving the ownership timeline a clear point of difference.
Full privatisation after 10 years
Wynwood Grand reaches full privatisation after 10 years under the older rules. ECs on the newer framework reach full privatisation after 15 years. The distinction carries beyond the initial MOP into the longer ownership period.
After Wynwood Grand's MOP, resale purchases have no household income ceiling, with buyers restricted to Singapore Citizens and permanent residents before full privatisation. The older framework gives the home a defined progression from a new EC purchase through resale eligibility to full privatisation.
The deferred payment scheme retained
Wynwood Grand retains the deferred payment scheme under the older EC rules. The scheme allows part of the purchase payments to be deferred, adding a payment option that has been removed for ECs on the newer framework.
Payment timing matters to a household moving into a home under construction. Retaining deferred payment gives Wynwood Grand a practical distinction alongside the shorter MOP, with both advantages attached to the same pre-May-2026 tender framework.
A staged purchase structure
Under the progressive payment scheme, the booking payment is 5% of the purchase price, followed by 15% at the Sale and Purchase Agreement, with later instalments tied to construction stages through TOP and legal completion. The structure spreads the purchase payments across the building programme.
EC purchases use bank financing. A qualifying first housing loan covers up to 75% of the purchase price, with a total downpayment of 25% and at least 5% in cash. The mortgage servicing ratio is 30% and the total debt servicing ratio is 55%.
A defined transition for HDB upgraders
Eligible HDB owners must dispose of their existing flat within six months of collecting their EC keys. The disposal deadline falls after key collection, giving the transition into Wynwood Grand a defined period for moving from the existing flat to the new home.
A proposed eight-storey residential format
Wynwood Grand's proposed arrangement of 14 eight-storey blocks gives the EC a different building format from high-rise condominium towers. The land's plot ratio of 1.7 sets allowable building floor area relative to the land area, shaping the scale of the residential proposal.
For buyers drawn to an eight-storey format, that proposed arrangement is a reason to follow Wynwood Grand. The appeal lies in the combination of multiple residential blocks and the Woodlands South setting, rather than height alone.
The neighbours
A second EC on Woodlands Drive 17
A second EC parcel on Woodlands Drive 17 was awarded to Sim Lian Land and Sim Lian Development on 20 January 2026. The award followed a tender that closed on 13 January 2026 with three bids. Sim Lian's winning bid was S$484 million, at about S$794 psf per plot ratio.
Wynwood Grand is part of a new EC cluster on the same road, with City Developments Limited and Sim Lian behind the two land awards. For families seeking a new EC in Woodlands, the two parcels bring new residential choices to the Woodlands South area.
The land-price context
CDL's winning land rate for Wynwood Grand was about S$782 psf per plot ratio in August 2025. The later Sim Lian award was about S$794 psf per plot ratio in January 2026. These figures record the two land acquisitions at different points in time.
Psf means price per square foot. For land, psf per plot ratio expresses the acquisition cost against allowable floor area. The two awards show the land-cost backdrop to the new EC housing on Woodlands Drive 17.
Who's building it
City Developments Limited through CDL Divine
City Developments Limited is the developer behind CDL Divine Pte Ltd, the successful tenderer for Wynwood Grand. CDL secured the Woodlands Drive 17 land in August 2025, establishing the developer and land award behind the new EC.
Five bids and a S$360.899 million winning offer
The tender drew five bids. CDL Divine Pte Ltd submitted the top offer of S$360,899,000, ahead of Sim Lian Land and Sim Lian Development at S$360,280,000. The difference was about S$619,000, or about 0.17%.
The land was awarded on 26 August 2025. The winning rate of about S$782 psf per plot ratio was a record for EC land at the time. This places Wynwood Grand's acquisition within a competitive five-bid tender, with CDL securing the parcel by a narrow margin.
Another CDL EC land award in August 2025
CDL also secured the Senja Close EC parcel in Bukit Panjang in August 2025, with a top bid of S$252,899,000 at about S$771 psf per plot ratio. The two awards added separate EC projects in Woodlands and Bukit Panjang to CDL's pipeline.
Future
September 2026: Woodlands North RTS station completed
Woodlands North RTS station was completed in September 2026. The RTS Link connects Woodlands North with Bukit Chagar in Johor Bahru, adding a cross-border rail connection to the northern transport setting.
For households with family or regular destinations in Johor Bahru, the Woodlands location has relevance beyond travel within Singapore. Wynwood Grand sits in the same town as the Singapore end of that rail connection, giving the address a cross-border dimension.
Woodlands Central and Woodlands North Coast
Woodlands Regional Centre covers about 100 hectares of developable land across Woodlands Central and Woodlands North Coast. The two precincts give the town a substantial regional-centre planning framework alongside the existing mall, library and transport hub.
For a family putting down roots in the north, that regional role adds a longer-term context to the home purchase. Wynwood Grand combines a new EC address with a town that already acts as a shopping, transport and civic centre for the surrounding area.
Who it suits
You want a first family home in Woodlands
Wynwood Grand suits you if your household qualifies for an EC and you want Woodlands as your home base. The older framework includes a 70% first-timer quota, giving eligible first-time households priority within the new EC offering.
A Singapore Citizen buying a first residential property pays 0% Additional Buyer's Stamp Duty under the first-property rules. Together with the first-timer allocation, that gives eligible first-home buyers a defined starting position within Wynwood Grand's purchase framework.
You want an upgrade within the north
If your family connections are in Woodlands, Admiralty or Sembawang, Wynwood Grand offers a new EC within the northern area. The Woodlands regional hub and Woodlands South rail setting give the upgrade a location anchored in an established town.
You value the older ownership timeline
Wynwood Grand suits you if the shorter MOP and earlier full privatisation are priorities in your next home. The older rules are attached to the August 2025 tender, making that ownership framework part of the reason to choose Wynwood Grand.
You prefer an eight-storey proposal near the TEL
If you are drawn to a proposed eight-storey residential format, Wynwood Grand brings that arrangement together with Woodlands South MRT proximity. The combination gives you a specific reason to follow the new EC: a multi-block residential proposal near the Thomson-East Coast Line.
